A Spectrum of Support: MELBA’s Foundation and CCBO’s Evolution

The Michigan Early Learning Business Advantage (MELBA) and Child Care Back Office (CCBO) represent two distinct, complementary approaches to supporting child care businesses across Michigan, recognizing that providers benefit from both shared resources and shared services.

MELBA, which was managed by the Early Childhood Investment Corporation (ECIC) and built on the ECE Shared Resources platform, is no longer operational, but it laid important groundwork by establishing a statewide membership program. During its operations, it provided valuable, static web-based shared resources designed to save providers time and money. These resources included a wide array of downloadable and customizable templates, such as:

• Administrative Tools: Parent handbooks, enrollment forms, and budget templates.
• Human Resources Support: Job descriptions, interview guides, and sample employee policies.
• Program & Classroom Quality: Health and safety guides, lesson-planning ideas, and family engagement handouts.
• Cost Savings: Access to discounts on common supplies like food, classroom materials, and cleaning products.

Building on this foundation and the legacy of MELBA’s shared resource model, CCBO operates as an independent nonprofit Managed Services Organization (MSO). CCBO believes there is a vital role for both shared resources and shared services. As an MSO, its initial and primary focus is on providing the tailored, live business support of shared services, such as bookkeeping, billing, and HR administration, to actively manage specific operational challenges for providers.

Rooted in extensive provider feedback, CCBO appreciates the foundational work of MELBA and others. It remains dedicated to continuously listening to child care business owners and providers to understand the full spectrum of their needs—whether for services or resources. While its MSO model is launching with a focus on hands-on services, it is designed to be a scalable and responsive solution, ready to evolve and adapt to the administrative and operational burdens faced by today’s providers.
